Irish Examiner - 25 May 2006 JUSTICE Minister Michael McDowell recently announced plans for a new prison on Spike Island. Does he not know about the toxic waste incinerator planned for the nearest landfall to the prison? And does he not know that the World Health Organisation has guidelines excluding the siting of toxic waste incinerators near “stationary populations, such as those of hospitals and correctional institutions?” So which one is it to be: prison or incinerator?
